Why OPTIMISM
The motivation for the project is to assess and improve the effectiveness and implementation of the International Safety Management (ISM) Code and its related instruments in the shipping industry. The project aims to develop a competence-based training programme for ISM Code and its Safety Management System.
Project Objectives
The objectives of the proposed project are to analyze safety management systems both on board ships and in companies, identify any difficulties, gaps, flaws, or failures relating thereto, and evaluate the effectiveness of the implementation of relevant instruments. The project will focus on assessing the current structure of management and safety management systems, including their complexity and effectiveness, as well as the parties involved, the application of a risk-based approach, the human side of management, procedures and criteria for establishing minimum safe manning of ships, management faults contributing to or causing serious marine casualties, and verification and certification practices in the context of the ISM Code by Administrations and recognized organizations.

OPTIMISM Erasmus+ project brought together five organisations from five European countries to design and develop a competence-based training programme for ISM Code and its Safety Management System.
